Does it calculate TDS and SSF?
Not today. You enter TDS, SSF and other deductions on the sheet, with a reason, and KhataIN carries them into your books.
Can one person prepare and approve the salary?
No. Each step needs its own right, and the person who prepared a sheet cannot approve it.
